In my opinion, if u wanna improve your English u can practise with vietnamese who are good at it. On no account do you force yourself to learn English with foreigners. As you know, no one is perfect so maybe you'll meet many bad people on the internet or something like that. I think you'd better not be interested in their nationality too much. Both foreigners and Vietnamese are ok. The most important thing is that what you can do to improve your E effectively. "ONE SHOULD NOT JUDGE A SAUSAGE BY ITS OVERCOAT" - according to a proverb!
P/S: I think not all native speakers are really good at E as you thought.

you know, i like to do the same think as u too, but i think it's not really hard if ur EL is in intermediate or more, why dont u go to the center city as Dis.1 and find a friend, it's easy hoh?! they're quite nice if u behave nice and polite! good luck...
